President-elect Lai Ching-te Backs Policy Recommendations on Talent Shortage, Net Zero Emissions, and Energy Supply

Richard Lee, chairman of the Taiwan Electrical and Electronic Manufacturers’ Association (TEEMA), revealed that President-elect Lai Ching-te has given strong support to policy recommendations addressing talent shortage, achieving net zero emissions, and ensuring energy supply.

These policy proposals were initially presented by TEEMA to the Executive Yuan in 2023. During a TEEMA anniversary event in March, Lee emphasized Lai’s endorsement, which reflects Taiwan’s robust global presence in the ICT sector.

At the event, Lee reiterated Taiwan’s goal to serve 30% of the global market demand in the ICT industry by 2030. He also stressed the importance of three policy recommendations submitted by TEEMA to the Executive Yuan last year, focusing on net zero initiatives, energy supply, and talent development.

Premier Chen Chien-jen highlighted the urgency for Taiwan to accelerate the implementation of net zero initiatives in light of global developments such as the European Union’s Carbon Border Adjustment Mechanism (CBAM) and the US Clean Competition Act (CCA). Chen emphasized the need for Taiwan to invest more in renewable energy under the RE100 initiative.

Regarding power supply, Lai pledged to increase investment in renewable energy during his tenure. Taiwan currently boasts a total installed renewable energy capacity of 17.9 gigawatts (GW), contributing to approximately 10% of the island’s green electricity. Notably, wind and solar power penetration has reached an impressive 52.37%.

To address water supply challenges, the government is promoting the use of recycled and desalinated water. High-volume water users like TSMC are encouraged to increase their use of recycled water, while manufacturers will be required to utilize desalinated seawater in the future.

In response to the talent shortage, the government is collaborating with companies to establish “Regional Industry Talent and Technology Cultivation Bases” and the “National Key Fields Research Academy.” Initiatives such as the “Taoyuan-Hsinchu-Miaoli Silicon Valley Plan” aim to bolster investment in talent and education within the western Taiwan technology corridor.

Various industry associations, including TEEMA, Taipei Computer Association (TCA), Taiwan Semiconductor Industry Association (TSIA), and others, play a crucial role in advocating for policy changes from the government. Topics of discussion include tax incentives, water and electricity supply, environmental regulations, talent recruitment, and industrial land acquisition. These associations often issue “policy white papers” to advocate for desired policy changes.
