Beijing, [Date] – The State Council of China has issued a comprehensive notice outlining the “Action Plan for Sustainable Improvement of Air Quality,” signaling a robust commitment to the development of new energy and clean energy sources.
According to the plan, by the year 2025, China aims to achieve a non-fossil energy consumption proportion of approximately 20%. Additionally, the goal is set at reaching a 30% share of electricity in terminal energy consumption. To support these objectives, the authorities will consistently enhance natural gas production, giving priority to new natural gas implementations. This prioritization is crucial for safeguarding the residential sector’s needs for clean living and heating.
The plan also emphasizes the upgrade of clean motor vehicles by 2025. In specific regions, the target is to have new or renewed buses, rental cars, and other vehicles with no less than 80% reliance on new energy sources.

Industries such as thermal power, iron and steel, coal, coking, non-ferrous, and cement, along with logistics parks, are encouraged to adopt new energy medium and heavy trucks. Furthermore, there is a push to develop a zero-emission freight fleet.
To support the transition to electric vehicles, the plan outlines ambitious targets for charging infrastructure. By 2025, the coverage rate of fast-charging stations in high-speed service areas in key regions should exceed 80%. In other regions, the coverage rate should not be less than 60%.
