The massive offshore solar initiative of the Changbin Industrial zone, which boasts a capacity of 440 MWp, is being represented by Ciel & Terre Taiwan for 280 MWp.
Comprising 192.3 MWp, the Changbin #3 and #4 projects are expansions of the prior Changbin floating solar venture constructed in Taiwan in 2020, located in the same area. Annually, this program generates approximately 260 GWh, offsetting 138,000 tons of CO2, equivalent to the usual yearly energy consumption of around 65,000 households.
Construction for the Changbin #3 and #4 initiatives began in October 2022, achieving their first commercial operation date (COD) a year later. Spanning over a 171-hectare water expanse in an almost protected intertidal zone, these projects consist of several large conglomerates, says the company.
The projects stand as not only one of the most extensive, but also one of the most technically challenging nearshore floating solar ventures, according to Ciel & Terre Taiwan. Challenges included the demanding waves and tides for anchoring in a cyclone-affected area, leading the company to design an innovative system to distribute anchoring loads based on tide levels.
“Three engineers are stationed on site for assembly training and inspection to ensure the correct installation of all Hydrelio components and anchoring connections,” shared George Wang and Bess Chang, Project Managers of Changbin #3 #4 for Ciel & Terre Taiwan.
“Being the designer and manufacturer of our own floating solar solutions, we have two Quality engineers responsible for product quality and delivery, ensuring all products meet the highest quality standards before delivery. On an average day, 12 to 15-wheeler wing vans would deliver the FPV system, achieving around 20 MW installed capacity per month.”
The Changbin #3 and #4 ventures are distinguished by a patented technology termed the New Pillar Anchoring Solution, a collaborative achievement of the two entities.
This program makes history as the first large-scale effort employing concrete pillars and an H-beam mechanism for anchoring design.
To authenticate the reliability of this novel anchoring idea, Ciel & Terre Taiwan pooled experts from varied realms including marine, plastic mold manufacturing, structural, and hydraulic engineering for the refinement of both specific parts and the overall structure.
Completion of the Changbin #3 and #4 projects epitomizes the combined efforts of Ciel & Terre Taiwan and HEXA Renewables in forwarding renewable energy goals in Taiwan.
Emphasizing advanced technology, strategic alliances, and robust construction assistance, this near-shore floating solar undertaking sets a new benchmark for durable energy production, according to the company.
Relatedly, Ciel & Terre recently finalized the anchoring and began assembling the floating system for the Saint-Savin floating solar project in Isère, France.
Saint Savin, an 11 MWp floating solar venture, is being developed by Énerg’isère and EGREGA on a gravel pit. Ciel & Terre reported the anchoring phase has completed, and assembly of the floating system has commenced.
